AERC Senior Policy Seminar XI
Theme: The Global Financial Crisis and Its Implications for African Economies

Policy makers and advisors from across Africa gathered in Lusaka, Zambia, on 6–8 April for a clear-headed reflection on one of the world’s most pressing issues at the moment – the global financial crisis. The occasion was the eleventh Senior Policy Seminar (SPS XI) sponsored by the Nairobi-based African Economic Research Consortium (AERC). Three days of intense discussions focussed on the global financial crisis and what it portends for Africa. The following five papers were presented at the seminar:

Paper 1:
Causes of the Global Financial Crisis and Short-, Medium- and Long-Term Consequences for Global Economic Prospects
Prof. Lemma Senbet, Professor of Finance, University of Maryland, USA

Paper 2:
Macroeconomic Impact of the Global Financial Crisis in Africa: Issues and Policy Options
Prof. Touna Mama, Special Adviser at the Prime Minister’s Office, Cameroon

Paper 3:
Global Financial Crisis: Implications for Growth and Development of Africa’s Financial System
Prof. Victor Murinde, Head of Finance Subject Group, Birmingham Business School, University of Birmingham, United Kingdom

Paper 4:
Sub-Saharan Africa and the Current Global Economic Crisis
David Cowan, Director, African Economist, Citibank, United Kingdom

Paper 5:
Global Financial Crisis: Impact on Africa’s Trade and Policy Options
Prof. T. Ademola Oyejide, Professor of Economics, University of Ibadan, Nigeria

Over 80 African policy makers and advisors drawn from the highest levels of government attended the seminar, representing over 20 countries on the continent. Each session featured a brief summary of the presentation and a floor discussion by the policy makers themselves. Wrapping up the debates was a working session in which participants identified additional key areas of research they would like to see to assist them in policy formulation.
